HELIN Policy Governance®
On February 19, 2010 the HELIN Board of Directors adopted the HELIN Governance Model.
“Policy Governance®, an integrated board leadership paradigm created by Dr. John Carver, is a groundbreaking model of governance designed to empower boards of directors to fulfill their obligation of accountability for the organizations they govern. As a generic system, it is applicable to the governing body of any enterprise. The model enables the board to focus on the larger issues, to delegate with clarity, to control management's job without meddling, to rigorously evaluate the accomplishment of the organization; to truly lead its organization."

The Policy Governance® Model clearly defines the roles of the Board and the Executive Director. It delineates policies that govern the role of the Board, the Executive Director, and the linkages between them. In short, Policy Governance® defines the role of the Board as deciding the “ends” or goals rather than the “means” of achieving the goals. The Board then delegates the job of achieving the goals to the Executive Director. In policy government, the Executive Director and his/her staff use ad hoc task forces to achieve the goals, and initiatives of the Board.
